BMW driver who hit girl at Neil Road in Jan arrested, refused to provide breath and blood samples

A 28-year-old BMW driver has been arrested after he allegedly fled when his car hit a 12-year-old girl at the junction of Neil Road and Cantonment Road on Jan 4.

Stomper Lee alerted Stomp to footage of the incident that was posted on SG Road Vigilante's Facebook page on April 25.

In the video, the black BMW is seen running into the girl as she is crossing the road.

Our lawyer is unable to get any details/paid reports. from trafficc police and also due to IO not making him to make a report of incident despite having all the evidence. This is to bring awareness to victims who have been hit but not deceased and paralysed. My question is : Does a person has to be deceased/ paralysed before the police is going to bring justice? Is this what the traffic law in Singapore is? Yet, being the victim, besides going thru psychiatrist sessions, nightmares, etc we have to go through a lot in order to still provide documentations to the lawyer for the relevant organisations( who will in turn take their time) to process. The sacrifices (parents' time from work) and also the fear and images of the accident that will always be haunting her throughout their life. To the driver of SNM1858B, please come out of your cowardice and man up to what you have done . Watch the video since you are in denial of what you have done.

She falls to the road and is seen raising her arm and waving after the car leaves the scene.

According to the post, the girl's mother shared footage of what happened and alleged that the Traffic Police (TP) is 'not doing anything'.

In response to a Stomp query, the police said they were alerted to the hit-and-run accident on Jan 4 at 6.20am.

The girl was conscious when she was taken to hospital prior to the police's arrival.

"On the same day at 6.24am, the police were alerted to another accident involving a car along CTE towards SLE," a police spokesperson said.

"Through follow-up investigations, the car was ascertained to have been allegedly involved in the earlier hit-and-run accident at the junction of Neil Road and Cantonment Road."

The driver was suspected to have been drink driving. However, when TP officers who responded to the second accident sought to obtain a breath specimen from the man, he refused and was arrested for failing to provide a breath specimen.

He was also taken to the hospital for treatment of minor injuries. He refused to provide his blood sample while at the hospital.

"TP had commenced investigations into both accidents on the same day," the police said.

"Investigations against the 28-year-old male driver are ongoing for the offences of dangerous driving causing hurt, failing to stop after an accident, failing to render assistance to the injured, careless driving, failing to provide a breath specimen, and failing to provide a blood specimen. 

"TP has also contacted the pedestrian’s mother to clarify on the matter, and updated her on the status of investigations."
